Enterprise computing veteran with deep regional expertise in Russia/Ukraine.

With years of enterprise computing experience and deep knowledge of Russia, Ukraine, and the former USSR, Alik has long championed Ukraine’s security and sovereignty. At PTSI, he combines technical acumen with historical insight to develop strategic initiatives, forge key partnerships, and advance the Institute’s mission to strengthen resilience and deter aggression.

OSINT Specialist
Oleg is a Senior Military Analyst specializing in OSINT, military aid tracking, and defense strategy. He brings a sharp analytical approach to open-source intelligence, enabling accurate assessments of defense resources. He monitors U.S. and European military aid to Ukraine, evaluating current stockpiles and forecasting future deliveries based on Congressional authorizations. His work supports transparent tracking and strategic deployment of aid. Oleg also collaborates with Congressional offices on defense policy and advocates for stronger military support. His deep expertise in aviation, drone systems, and modern warfare makes him a trusted voice in both technical and policy arenas.

In 1999 attended the Hebrew University of Jerusalem to which his father asked: “If you want to see the world then why not join the military?” His reply: “Because I don’t want to see it at the end of a gun!” Since 2018 he has visited Ukraine multiple times and has assisted with voluntary humanitarian relief and defense responses to the current Russian offensive. David has had a lifetime commitment to free markets, championed human liberty, and the sovereignty of both nations and individuals.

Anya Poplavska is a Ukrainian-American, originally born in Kyiv. As a DC resident and as PTSI's Government Relations Fellow, Anya builds on years of experience as a policy advocate with connections in DC's legislative and executive branches, working to develop relationships and tackle critical policy issues to advance awareness and ground truth for Ukraine. In her day job as an advocate, she writes legislation, testimony, and works with politicians - transferable skills she brings to PTSI.

Volodymyr Maliarevych is a student of Political Science and National Security with experience in a U.S. congressional office and a lifelong engagement with politics. Having grown up in Ukraine during a time of war and geopolitical upheaval, he developed firsthand insight into the realities of security, statecraft, and authoritarian aggression. Through direct interaction with high-ranking Ukrainian military officials, he has gained practical understanding of contemporary security challenges. Volodymyr is a strong communicator with a deep commitment to public service, and he aims to contribute to ensuring that democratic nations remain resilient in the face of rising authoritarian powers.

Anna Kuzmenko is a Government Relations Fellow at the Peace Through Strength Institute, where she supports engagement with congressional offices, policy stakeholders, and strategic partners to advance awareness of the operational realities of Russia's war against Ukraine. Originally from Ukraine and now based in Northern California, Anna brings a perspective shaped by both personal experience and policy engagement. During Ukraine's Revolution of Dignity in 2014, she supported the protest movement in Kyiv—an experience that deepened her commitment to democratic values and Ukraine's sovereignty. At PTSI, she helps coordinate policy discussions, congressional briefings, and strategic outreach that translate frontline developments in Ukraine into actionable insights for U.S. decision-makers. With a background in sales and project management, Anna applies strong organizational and relationship-building skills to support the Institute's partnerships and initiatives that strengthen U.S.–Ukraine cooperation.

Sergey Lubarsky is a data analyst and founder of the analytical agency Protect Ukraine Now. He is an American Russian-language blogger and public figure. A strong voice for Ukraine, Sergey dedicates much of his time to supporting military assistance for the country and educating the Ukrainian public on principles of the free market that underpin America’s success. Through his outreach and commentary, he helps Ukrainians understand how individual initiative, entrepreneurship, and civic responsibility can strengthen their nation, both politically and economically, against Russian aggression.

Attorney and former U.S. Army officer, came of age during the Cold War. In 1992, he became the first foreign faculty member at the Estonian National Defense Academy, and later served as a U.S. Military Liaison Officer to Estonia. After years in the private sector, he once again answered the call to defend democratic values following Russia’s 2022 invasion of Ukraine, volunteering in multiple roles—including driving convoys delivering aid to Ukraine. He works to expose Russian disinformation and advocates for defending democracy at home and abroad.
